Procurement and Facilities Manager

Description
Responsibilities:
• Create and advance procurement plans that support organizational priorities, financial stewardship, and consistent purchasing practices.
• Direct competitive sourcing activities, including invitational and open procurement processes, while ensuring fairness, transparency, and value.
• Establish, update, and enforce procurement policies, procedures, and controls to meet applicable public-sector requirements and reduce risk.
• Oversee facilities operations across multiple sites by coordinating maintenance programs, service standards, contractor performance, and workplace safety measures.
• Lead relationships with external vendors and service providers, including contract discussions, service reviews, and ongoing performance evaluations.
• Support capital planning for properties and vehicles by contributing to lifecycle strategies, renewal priorities, and project coordination.
• Monitor procurement and facilities activity through reporting, compliance checks, inventory oversight, and corrective action planning where needed.
• Respond to building-related issues and operational incidents by coordinating timely resolutions and contributing to business continuity and emergency preparedness.
• Supervise key administrative and operational staff, providing coaching, performance feedback, training support, and development opportunities.
• Promote best practices across locations by developing practical resources, guidance, and training that improve consistency and collaboration.
• Minimum of 7 years of progressive experience in procurement, with substantial exposure to strategic sourcing, supplier management, and process improvement.
• At least 5 years in a leadership role with responsibility for procurement leadership, contract oversight, or operational decision-making.
• Demonstrated knowledge of facilities management, including vendor coordination, maintenance planning, and site-related risk management.
• Bachelor’s degree in Business Administration, Supply Chain Management, or a related discipline.
• Familiarity with public-sector procurement frameworks and regulatory expectations in Ontario; broader public sector experience is considered an asset.
• Certification in procurement or contract management is preferred.
• Experience working with ERP platforms such as Epicor and strong capability in reporting, systems use, and administrative oversight.
