Length: 12 months with a possibility of extension
Location: Canada (Remote) – Work must be done from within Canada, due to network and data security issues
Hours of Work: 08:15 – 16:30 Alberta time, Monday through Friday excluding holidays observed by the Province

ROLE MANDATE:
The Data Centre of Excellence Unit requires the support of contingent labour in order to deliver data strategy roadmap items.
The Government’s data strategy implementation leverages a cloud-based Data Fabric approach to organizing and managing data assets. The Data Centre of Excellence unit is expected to support the delivery of various data products and services (e.g. analytical models, data dashboards, visualizations, etc.). This will enable data access to stakeholders in support of critical analytical, policy, and legislative functions, processes, and activities.
As a Data Technology Strategist, this role will share insight and experience into data platforms, data architectures, and data product development technologies. This position will be support a data center of excellence that delivers data products and services to enable data access, analytics and data product delivery, which support data-informed decision making. This role works with other individuals within the Data Centre of Excellence Unit, and across the organization, to effectively deliver data products as enterprise data assets. The role focuses on enabling the delivery of data products and services using modern technologies and practices with agility and focus on business outcomes, innovation, and transformation to ensure data is treated as a corporate asset.
The position works with leadership and various stakeholders, including architects and external partners in supporting the enablement of the federated data ecosystem. This will include assessments, presentation, mediation and negotiation to/with clients, vendors, peers and decision makers in order to achieve consensus in understanding of complex data relationships.
The efforts of this role will improve access to and informed use of data assets both within and outside of government in support of policy analysis, program planning, and decision-making. This role will require the ability to think and work tactically across the organization, as well as diving deeper into data topics related to data architecture, data platforms, data access, and data governance to support the Data Strategy. The role supports Data Centre of Excellence Unit's data service delivery by working collaboratively with data product developers, data architects, data engineers and data scientists on variety of data initiatives to ensure optimal data delivery architecture is consistent throughout ongoing projects.
ROLE RESPONSIBILITIES INCLUDE (but are not limited to):
• Lead discussions, meetings and workshops, as needed, with leaders/staff, partners, stakeholders, end-users, etc. to understand business direction and enterprise data/information technology requirements and their value
• Design and deliver enterprise and solution technology architecture related to data platforms
• Assess technical requirements for variety of business initiatives, and provide architecture expertise, consultation, and recommendation to colleagues and clients (e.g., decision-makers, project teams and stakeholders), as directed by management
• Model Proof of Concept solutions in an agile environment, including integration and orchestration approaches to operate data products and services effectively and efficiently with available resources
• Provide guidelines for technology adoption and implementation (i.e., cloud migration, application modernization, data modernization)
• Review solutions and designs of peers, including data models and pipeline design, and provide appropriate feedback including performance optimization
• Provide thought leadership, and drive architecture and the design of Data Management & Analytics solutions
• Understand business strategies and priorities and translate those into data technology architecture requirements that create high-value data product solutions
• Plan, design and deliver digitalized, modernized and rationalized information management technology solutions that meet business needs in the context of the data strategy, including Master Data Management (MDM), Data Quality, critical data identification & classification, security and access, data governance etc.
• Evaluate and recommend new technologies and applications to improve existing data product management, optimize costs, and reduce development time
• Support the development and adoption of best practices in data management, which includes data governance, data sharing, data integration, data quality, common data and standardized methodologies

OR

MUST-HAVE SKILLS:
• 3 years of experience dealing with clients and explaining complex data principles in a thoughtful manner
• 5 years of experience in defining technical architecture, data integration, supporting software development, software configuration and deployment processes
• 5 years of experience designing, planning, implementing and supporting data platforms and data solutions for large projects involving multiple data sources in an architect capacity for an environment equivalent in size and complexity to the Government
• 5 years of experience in multiple architecture domains e.g. business, application, technology, data/information, security, and privacy
• 5 years of experience modelling complex business processes and translating them into understandable IT constructs
NICE TO HAVE SKILLS:
