We are seeking a Senior Manager, Public Affairs to lead our integrated research, policy, and advocacy work in support of the right to adequate housing. This role connects evidence generation, policy development, advocacy, and impact measurement to help drive meaningful housing system change.
Key Responsibilities
- Lead the organization’s public affairs work across research, policy, advocacy, and evaluation.
- Develop and implement priorities aligned with the strategic plan.
- Oversee research that informs policy positions, recommendations, and public communications.
- Translate evidence into practical, equity-focused policy solutions.
- Build relationships with community partners, researchers, sector leaders, and decision-makers.
- Support advocacy strategies, briefings, and campaigns that advance housing reform.
- Ensure impact measurement and policy evaluation are embedded across the work.
- Represent the organization in external meetings, coalitions, and public forums.
Team Structure
The Senior Manager oversees a small, collaborative public affairs team spanning research, policy, and advocacy.
- Research: Leads evidence generation and project-based research to inform organizational priorities.
- Policy: Develops analysis and recommendations grounded in research and current policy context.
- Advocacy: Advances strategic outreach, messaging, and government relations in support of policy change.
- Evaluation and Impact Measurement: Monitors policy implementation and organizational impact, tracks performance indicators, and develops reporting tools to support learning, accountability, and continuous improvement.
Qualifications
- 10+ years experience in public policy, public affairs, advocacy, research, or government relations.
- Strong knowledge of housing policy, affordability, and systems change.
- Demonstrated ability to turn research into actionable policy and advocacy strategies.
- Strong relationship-building, project leadership, and communication skills.
- Experience with policy evaluation or impact measurement is an asset.
