Our public sector client is seeking a bilingual Procurement Specialist for a 12-month term. In this role, you will support a large portfolio of upcoming procurement projects by developing high-quality procurement documentation and helping drive fair, open, and transparent competitive processes.

The Procurement Specialist’s duties will include:

·      Collaborating with project managers, technical teams, and subject matter experts to gather operational, technical, and business requirements

·      Developing a wide array of procurement documentation

·      Translating stakeholder needs into procurement requirements

·      Defining deliverables, milestones, performance expectations, acceptance criteria, and contractor responsibilities

·      Supporting proposal requirements, evaluation criteria, RFPs, ITQs, and other solicitation documents

·      Reviewing and enhancing existing procurement documentation for clarity, consistency, completeness, and quality

·      Other duties as required

The ideal candidate will have the following skills and experience:

·      Fluent French/English bilingualism

·      Postsecondary education in a relevant field

·      Experience in public sector procurement and competitive bidding processes

·      Proven experience developing technical documentation, specifications, Scopes of Work, or procurement documents

·      Strong written, analytical, and critical thinking skills

·      Experience gathering requirements from multiple stakeholders and managing multiple projects

·      Familiarity with procurement legislation, trade agreements, best practices, and electronic bidding platforms

·      Experience in government, Crown corporation, municipal, healthcare, university, or broader public sector environments is a strong asset

·      Exposure to construction, facilities management, engineering, IT, museum operations, exhibits, conservation, or professional services procurement is an asset
