Our Client is seeking an experienced Fully Bilingual IT Operations & Digital Transformation Manager to lead day-to-day technology operations while driving modernization and transformation initiatives across the organization.

This is a hands-on leadership role for someone with a strong technical foundation who can also operate confidently with senior executives, vendors, and business stakeholders.

What You'll Do

• Lead and develop an IT team responsible for technology operations, service delivery and end-user support.
• Oversee infrastructure, cloud services, applications, cybersecurity and IT service management.
• Drive technology modernization and digital transformation initiatives.
• Provide strategic and tactical technology advice to senior leadership.
• Manage external technology partners, vendors and managed service providers.
• Establish and improve ITIL, change management, security and operational processes.
• Support cybersecurity initiatives, risk management and technology governance.
• Evaluate and introduce new technologies, including cloud and AI solutions.
• Develop technology roadmaps and contribute to enterprise architecture and long-term planning.
• Build strong relationships across the organization and translate technical concepts into business outcomes.

The Ideal Candidate

We're looking for someone who has grown through the technical ranks into leadership — someone who understands how technology works but is equally comfortable discussing strategy, budgets, risk and transformation with senior leadership.

Experience within government, public sector, regulated environments or large institutions is considered an asset.

What We're Looking For

• 5–7+ years of IT leadership/management experience, ideally combined with a strong technical background.
• Experience leading IT operations, infrastructure, service delivery and/or cybersecurity.
• Hands-on experience with Microsoft cloud technologies and modern enterprise IT environments.
• Demonstrated experience leading technology modernization or digital transformation initiatives.
• Strong understanding of ITIL, cybersecurity and technology governance.
• Excellent communication and presentation skills with the ability to engage senior executives.
• Highly autonomous, proactive and comfortable working in an environment where you are expected to take ownership.
• Bachelor's degree in Computer Science, Information Technology or a related field, or equivalent experience.
• Bilingual English/French.
• Secret security clearance or eligibility to obtain one.
