DESCRIPTION

Reporting to the Director of Youth Protection (DYP), the incumbent contributes to the line management leadership, accountability, planning, organization, coordination and reporting, and; helps to ensure the daily implementation and supervision of the quality of the services and interventions provided by Youth Protection (YP) and Youth Criminal Justice Act (YCJA) regional services. The incumbent will provide clinical supervision to Youth Protection and YCJA workers and revision of files for quality assurance, including in the review and verification of reports and in the preparation for court appearances. The incumbent will also be responsible of implementing the various protocols and partnerships between DYP/Provincial director and other departments and entities (in particular with Youth Healing Services, Community Miyupimaatisiuun Centres, Cree School Board and Eeyou/Eenou Police Force) in the communities or services under his/her responsibility.

SPECIFIC FUNCTIONS:
Ensures the regional operational level line management access, leadership, accountability, planning, organization, coordination, implementation, control, supervision, and reporting for all the interventions, services and programs within the Youth Protection Unit’s jurisdiction, in collaboration with others and according to the CBHSSJB’s client approach in respect of the Youth Protection and Youth Criminal Justice Acts. This is for:
• Organizes, supports and manages the regional services under the Youth Protection Department – Regional administrative support staff, Reception and Treatment of Signalements (RTS), YCJA, Access Liaison and other services that might develop in the future;
• All aspects of implementing the Youth Protection and Youth Criminal Justice Acts and its interventions and services, including diagnostic, treatment, psycho-social services and rehabilitation services;
• Monitors and stays informed of all problematic situations or complaints concerning the quality of services, and ensures actions to rectify such, in collaboration with others;
• Monitors the professional standards and quality of professional acts, and clinical and professional service aspects of YP within the quality assurance program;
• Contributes to the planning, organization and coordination for the development and programming of the Youth Protection Department’s (YPD) services, and collaborates in planning for related integrated programming and inter-entity and community collaborative planning and protocols;
• Ensures the circulation, application and compliance with the policies for the YPDs clients and their families individuality, privacy and rights, code of ethics and confidentiality, and that they are complementary to those of the organization;
• Ensures human, financial and information resources management and the general administration of the of the Youth Protection units;
• Carries out any other functions at the request of the supervisor.

REQUIREMENTS:
Education:
• Bachelor’s Degree in Social Studies or Psychosocial field, such as Social Work, Psycho-Education, Criminology, Sociology or Psychology or be on the list of persons with acquired rights in accordance with PL-21. A Certificate or courses in administration is an asset.

Please note that applicants registered in the Cree Succession Plan may be considered for this position if they have sufficient university educational credits to be eligible for the management activities associated with this position.

Experience:
• Three (3) years experience in supervision of Youth Protection services;
• Or (5) years of pertinent manager/supervision experience.







Knowledge and Abilities:
• Ability to communicate theoretical and practical knowledge, as applied to coaching and training;
• Ability in service planning, supervision, team leadership and monitoring;
• A very good knowledge of the Youth Protection Act, Youth Criminal Justice Act and current trends in relation to child placement and foster home programs;
• Strong knowledge of Cree culture and/or First Nations social services models as well as trends and issues in Eeyou Istchee that affect individuals, families and communities;
• Excellent interpersonal, listening, leadership and teamwork skills;
• Excellent communication skills, both written and verbal;
• Excellent critical thinking, synthesis, organizational and decision-making skills;
• Autonomous, discrete and empathetic;
• Team work capabilities.

Language:
• Fluent in English;
• Fluency in Cree and/or French is an asset.
Other:
• Willing to travel;
• Willing to be on-call;
• Housing will be provided for applicants applying from more than 50km from the work location.
