  • The Kativik Regional Government (KRG), a supra municipal body with jurisdiction over the territory located north of the 55th parallel, is now looking for a self-motivated and dynamic individual interested in joining the KRG to work in the capacity of:

    MUNICIPAL LEGAL ADVISOR
    (Permanent, full-time)

    Reporting to the Assistant Director of the Legal and Municipal Management Services, the Municipal Legal Advisor is responsible for delivering technical assistance in legal affairs to the 14 Northern villages in Nunavik.

    • Deliver technical assistance and offer training to municipal elected officials and employees of the Northern villages in a variety of fields (municipal, administrative and labour law, contracting, purchasing, municipal by-laws, etc.);
    • Increase the level of knowledge of the employees of the Northern villages in legal affairs in order to make the Northern villages more autonomous in the performance of their duties;
    • Advise the Northern villages on the application of various legislations, in particular the Act respecting Northern Villages and the Kativik Regional Government (CQLR, c. V 6.1);
    • Draft various legal opinions, procedures, policies, contracts, leases, by-laws, resolutions, letters and other documents for the Northern villages;
    • Provide legal assistance during municipal elections;
    • Follow-up on litigation files involving the Northern villages;
    • Provide assistance to the KRG departments for any issue regarding the Northern villages;
    • Establish and maintain positive relations with the Northern villages;
    • Perform other related duties, as required, by the Department Director.

    REQUIREMENTS

    • Member of the Barreau du Québec;
    • At least two (2) years of relevant law practice (municipal, administrative, labour law);
    • Knowledge of municipal finances will be considered as an asset;
    • Demonstrate resourcefulness, independence, good organizational skills and initiative;
    • Excellent communications, simplification and summary skills;
    • Able to work under pressure and meet deadlines;
    • Available to travel frequently to all the Northern villages in Nunavik, as well as outside the region;
    • Past work experience in a cross-cultural environment, preferably with Aboriginal communities, will be considered as an asset;
    • Good working knowledge of Microsoft Office software as well as other relevant software;
    • Excellent communication and writing skills in two (2) of the following languages: English, French and Inuktitut (being trilingual will be considered an asset).

    Salary: Minimum: $48 235; maximum: $82 763 (Class 10)
    Benefits:
    Cost of living differential: Minimum of $8 500/year
    Food allowance: Minimum of $3 453/year
    Annual leave trips: Minimum of 3
    SPP: 6% employer, 4% employee

    Vacation: 20 days/year
    Statutory Holidays: 19 days including 10 during Christmas holidays
